TEFRA NOTICE OF PUBLIC HEARING

The Rice Hospital District (the District) will hold a public hearing at 9:00 a.m. (CT) on Tuesday, September 22, 2026 via teleconference. Among items to be discussed will be a proposal for the District’s issuance of tax-exempt bonds in an aggregate principal amount not to exceed $24,000,000 (the Bonds). The proceeds of the Bonds will be utilized by the District, when combined with District cash contributions, to (a) finance the costs of designing, constructing, enlarging, furnishing, and equipping improvements to the District’s hospital system, including, specifically, construction of an approximately 50,000 square foot facility on District property to expand provision of health services, to include a wellness and education center designed to improve long-term health by expanding access to rehabilitation, prevention, education, and wellness services providing expanded physical, occupational, and speech therapy programs, an aquatic therapy pool for advanced rehabilitation, rotating specialty clinics that reduce the need for patients to travel outside the area, dedicated behavioral health clinic space, and an education center for staff training, chronic disease management, and community wellness programs; expansion of the Hospital’s emergency room to seven beds; and remodel of the existing Hospital square footage to align the radiology and laboratory departments with better access to emergency room patients (collectively, the Project) and (b) pay the costs of issuing the Bonds. The Project is owned by the District and will be operated by CAHRMC, a Texas non-profit corporation organized under Chapter 22, as amended, Texas Business Organizations Code and an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986 (the Code). The Project is located 600 S. Austin Road, Eagle Lake, Texas and represents an expansion and extension of the District’s existing hospital system.  All interested parties are invited to express their views with respect to the Project and the Bonds by attending the public hearing to be held via teleconference, by dialing the following toll-free number 872.212.4377 (Passcode: 307011904#). Members of the public may submit written comments prior to the hearing regarding the Project or the Bonds to the District c/o Clay Binford, McCall, Parkhurst & Horton L.L.P., 112 E. Pecan Street, Suite 1310, San Antonio, Texas 78205. This notice is publicized (whether by publication in a qualifying newspaper or by internet posting) and the above-described hearing is to be held in satisfaction of the requirements of Section 147(f) of the Code regarding the public approval prerequisite to the exemption from federal income taxation of interest incurred under the Loan.
